Central Regency Address, Ambalipura: What to Know Before Buying a Resale Flat

New flats at Central Regency Address are no longer available. Address Makers completed this Ambalipura community in east Bangalore and has sold every one of its 81 apartments, so the only way in is through a current owner. The guide below sets out whether it suits you, the layout, what a resale costs, the registration record and the papers to ask for.
Is It Right for You?
This is a project for someone who wants a ready flat near the Bellandur tech belt, in a compact community rather than a sprawling township. The unit, its block and the way it is maintained can all be inspected before a rupee changes hands. Households employed along the ORR or Sarjapur Road benefit most from the location.
It is a poorer match for people who want a brand-new home with the builder's warranty running. The choice is narrow as well, because just a few flats reach the market at any one time. Those after big grounds and township amenities will find larger schemes elsewhere in the Sarjapur belt.
The Plan in Numbers
RERA records 81 flats, a mix of 2 BHK and 3 BHK, on a plot of 6,175 sq m (about 1.53 acres). Buildings cover roughly a fifth of it, while driveways, shared spaces and open ground make up the remainder. Each type has two floor plans.
| Type | Saleable area | Carpet area |
|---|---|---|
| 2 BHK | 1,454 sq ft or 1,618 sq ft | from 990 up to 1,045 sq ft |
| 3 BHK | 1,920 sq ft or 2,105 sq ft | close to 1,280 sq ft |
Carpet area is the floor inside the walls, and the balconies add something like 65 to 140 sq ft on top. Saleable area runs larger because it counts wall thickness along with a portion of the common spaces. Request the figure written in the seller's deed and set it beside this table.
Address and Access
In the land records the site is Khata 0821 and Survey 11, part of Ambalipura village in Varthur Hobli. It falls under Ward 150 of the Mahadevapura zone. For post, use No. 34 on the Ambalipura - Sarjapur Road stretch, in Bellandur, and know that the BBMP sanctioned the building plan.
Sarjapur Road crosses the Outer Ring Road near Bellandur, and both fill up when offices open and close. Most residents work in the tech parks beside these two corridors. Bellandur, HSR Layout and the wider Sarjapur belt have well-settled schools, hospitals and shops.
What the Community Offers
Facilities inside the compound are fairly standard for this class of project:
- Clubhouse with gym and games room
- Swimming pool
- Jogging track plus outdoor courts
- Play area for children and a space for parties
- Landscaped gardens
Registration and Approvals
The Karnataka RERA authority issued registration PRM/KA/RERA/1251/446/PR/171014/000123 in October 2017 (the 14th). It lists the scheme as The Central Regency Address and names IndiaBuild Homes Private Limited as promoter. That company works from the same Koramangala office as Address Makers, and it built the project under the Address Makers name.
Registered construction began on 27 April 2017. Handover was first due by 31 August 2021, and a Covid extension carried it to 31 May 2022. A resale buyer should ask to see the occupancy certificate, which proves the building was cleared for use.
What a Resale Costs
The developer holds no price list now, because homes pass from owner to owner. Sellers name their own asking price, and what flats in the same building recently fetched is the best yardstick for an offer. Study the flats currently on the market and what is being asked.
The agreed price is only part of the outlay. Plan for the following on top:
- Stamp duty and registration, where Karnataka charges 5% on the value above Rs. 45 Lakhs plus cess and surcharge, and 2% for registration
- Moving the khata into the buyer's name
- Any transfer fee the owners' association levies
- Repairs, repainting and interiors in an older flat
Here is an illustration only. For a flat priced at Rs. 1.5 Crore, duty and registration add up to roughly Rs. 11.4 Lakhs. Borrowing 75% of that price, the cap for loans above Rs. 75 Lakhs, gives an EMI near Rs. 97,600 at 8.5% interest for 20 years, and the EMI calculator will compute it for the actual price.
Papers to Collect Before You Pay
A resale depends on the seller's documents and the condition of the building. For this project, the list below covers the essentials:
- The sale deed held by the seller, matched against the flat number, area and parking slot offered
- An occupancy certificate, and a khata standing in the seller's name
- A new encumbrance certificate that reveals any loan or claim against the flat
- Latest property tax receipts, plus electricity and water bills
- An owners' association letter confirming that maintenance dues are cleared
- If the seller has a loan, a closure letter from the bank and release of the title deeds
- A walk-through for damp, plumbing and wiring faults, and a look at the association's books
Flats in a small project come up for sale one by one. If you would like a list of those open here, or of similar homes across East Bangalore, ask our team.
