Where to Register a Property in Bangalore: Sub-Registrar Jurisdiction Explained

Registering a sale deed for a home in Bangalore involves two questions: which office may take it and how soon after signing it must be presented. This article works through the Registration Act, 1908 rules on sub-registrar jurisdiction, Karnataka's anywhere registration option, the time limits and who needs to attend.
The Property Fixes the Office
The Registration Act (1908) settles this in section 28, which governs documents on land or buildings. The deed goes to the sub-registrar whose sub-district covers the property, or any part of it. Where the buyer lives, where the seller lives and where the signing happened make no difference.
Each Karnataka office is assigned particular wards, villages and survey numbers. A flat in Whitefield thus belongs to the office for that stretch of East Bangalore, whichever part of town the owners come from. This keeps a property's paper trail together, so a future buyer or lender can search once and see every earlier deed.
Anywhere Registration
Karnataka loosens that rule with anywhere registration. A deed can go to any other sub-registrar office inside the registration district that contains the property. Statewide coverage began on 2 September 2024, after the facility had run for some years in the Bangalore districts.
The idea is to ease crowding. When the home office is booked up for days, a quieter neighbour within that district can finish the job sooner. All offices run on Kaveri 2.0, so the record lands in the correct index regardless.
Where the Choice Stops
The registration district sets the boundary. Bangalore has five, each named for its headquarters: Shivajinagar, Rajajinagar, Jayanagar, Gandhinagar and Basavanagudi. A district has several offices, yet an office in some other district is closed to the deed.
Which Offices the Portal Offers
The Kaveri 2.0 system settles it while the application is filled in. Enter the survey number or e-khata and the transaction gets tied to the correct district, so only permitted offices appear when booking.
The system's list beats a friend's advice, because jurisdictions change as offices open. Our guide to booking an online slot on Kaveri 2.0 walks through the steps. Where doubt persists, ask the home sub-registrar to confirm the district before paying anything.
Time Limits After Signing
Section 23 allows four months from execution, meaning signing, to present a document. The count starts on the day of signature. A will is the common exception, since it can be presented whenever the holder chooses.
- Within four months: present the deed normally, paying duty and the fee for registration
- Up to four months more: section 25 lets the District Registrar excuse lateness for urgent necessity or unavoidable accident, with a fine of as much as ten times the registration fee
- Beyond that: registration is impossible and the parties must sign afresh
- Deeds signed abroad: presentable within four months of reaching India, under section 26
Under Kaveri 2.0 signing and registration normally happen at one appointment, so delay is rare. Trouble arises mostly where stamp paper was signed in advance, or a party signed overseas. Section 17 makes registration compulsory where immovable property worth at least Rs. 100 is sold, and without it ownership stays with the seller.
Who Has to Attend
Section 32 says who may present a deed; under section 34 those who executed it must be present in front of the registering officer. In a sale, that covers all sellers and all buyers named. The officer verifies identity and that the signing was voluntary, which guards against impersonation.
Someone unable to come may send an agent under a power of attorney, subject to section 33:
- A principal living in India signs it in front of the local Registrar or Sub-Registrar, who authenticates it
- A principal overseas signs before an Indian consular officer, a court or a notary public, and the document is stamped in India once it arrives
- The authority has to name the exact acts, for example presenting the deed and acknowledging execution
NRIs mostly take the second route. Section 31 also lets the registering officer visit a private residence for special cause such as grave illness. The NRI page says more about buying from abroad.
If the Office Lacks Authority
A sub-registrar can refuse a deed for property outside the area served. Kaveri 2.0 filters out most such attempts because it only offers slots at permitted offices, so a mistaken assumption usually costs one day and a fresh booking.
Old paper-era deeds need more care during a resale. Courts regard it as a fraud upon the registration law when a token property is added just to create jurisdiction, and a deed registered at an unauthorised office can be challenged. Title lawyers should verify each deed in the chain.
Summary Table
The table below condenses the position for a sale deed in Bangalore.
| Point | Position |
|---|---|
| Office with jurisdiction | The sub-registrar serving the sub-district that contains the property |
| Alternative offices | Other offices within the property's registration district |
| Deadline after signing | Four months, extendable by four more through the District Registrar, with a fine |
| Attendance | Every buyer and seller, or agents whose power of attorney has been authenticated |
| Where options appear | Kaveri 2.0, when booking the slot |
Preparing for the Appointment
Careful preparation prevents a wasted trip:
- Note down the ward or village, the survey number or e-khata and the office named in the seller's previous deed
- Work out the registration district, then shortlist offices inside it alone
- Pick a date when everyone can be in the city, or have the power of attorney authenticated well in advance
- Sign and register on the same day, comfortably inside the four months
- Compute the duty and the 2% fee for registration beforehand, as a shortfall stops the appointment
Stamp duty in Karnataka is 5% for values over Rs. 45 Lakhs, which becomes 5.6% once cess and surcharge are added. The EMI calculator can show the cash needed upfront at any price. Following registration, the buyer takes the registered deed and applies to have the khata changed to the same name.
