Bangalore Property Registration Cost in 2026: Stamp Duty, Cess and the 2% Fee

Anyone buying a flat in Bangalore pays two government charges before the keys change hands: stamp duty and the registration fee. Together they add a little over 7.5% to the price of most homes. What follows explains the 2026 Karnataka rates, runs the numbers on some sample purchases and walks through the day at the sub-registrar office.

How the Duty Is Slabbed

The state ties stamp duty to what the property is worth and applies one of three rates. Two extra levies, cess plus surcharge, are calculated on the duty itself and not on the property. Registration is billed separately at a flat percentage.

  • Worth Rs. 20 Lakhs or less: duty of 2%
  • Worth between Rs. 20 Lakhs and Rs. 45 Lakhs: duty of 3%
  • Worth more than Rs. 45 Lakhs: duty of 5%
  • Cess and surcharge: roughly one tenth of the duty within city limits
  • Registration: 2% of the value, charged on top

For over twenty years the registration fee stayed at 1%. From 31 August 2025 it is 2%, so any budget drawn up before then understates the bill by 1% of what the home is worth.

Sale Price or Guidance Value

The charge is levied on whichever is higher: the price written into the sale deed or the state's guidance value for that spot. Guidance value is the floor rate, quoted per sq ft or sq m, that the government fixes for each locality and property type. Agreeing a lower price changes nothing, since the buyer pays on guidance value regardless.

These rates are revised periodically, and a revision between agreement and registration can raise the bill. Look up the figure for the exact survey number on the state's Kaveri registration site. Do this once before fixing the price and once more close to the registration date.

Sample Calculations

The table runs the 2026 rates on three prices, assuming each is at or above its guidance value. The levies are taken at 10% to 12% of the duty, which makes every total an estimate and not a final bill.

Price of the homeStamp dutyCess and surcharge (about)Registration feeTotal (about)
Rs. 30 LakhsRs. 90,000 (3%)Rs. 9,000 to Rs. 10,800Rs. 60,000Rs. 1.59 to Rs. 1.61 Lakhs
Rs. 60 LakhsRs. 3 Lakhs (5%)Rs. 30,000 to Rs. 36,000Rs. 1.2 LakhsRs. 4.5 to Rs. 4.56 Lakhs
Rs. 1.5 CroreRs. 7.5 Lakhs (5%)Rs. 75,000 to Rs. 90,000Rs. 3 LakhsRs. 11.25 to Rs. 11.4 Lakhs

Above Rs. 45 Lakhs, the statutory outgo works out slightly higher than 7.5% of the value, and before the August 2025 change it was about 1% lower. Our EMI calculator places these amounts alongside the down payment and monthly instalment.

Other Charges at Closing

Registration is not the only item in a closing budget. Depending on the kind of purchase, these usually appear as well.

  • GST of 5% on a flat bought before completion, or 1% on an affordable home
  • A lawyer's fee to search the title and prepare the sale deed
  • The lender's processing fee, along with its legal and valuation costs
  • Khata transfer fees and any property tax the seller left unpaid

Banks normally exclude stamp duty and the registration fee from the amount they finance. Buyers meet these from their own savings, in addition to the down payment.

What Happens on the Day

Bangalore registrations run on Kaveri 2.0, which records the deed, calculates the fee and books the slot at the registrar's office. A digital e-stamp issued through the same portal has been an option for paying duty since January 2026. The sequence is as follows.

  1. Check the guidance value and keep the deed value at that level or higher.
  2. Draft the sale deed so its property description agrees with the khata and survey papers.
  3. Key the deed into Kaveri, settle the duty and fee, then reserve an appointment.
  4. Go to the sub-registrar with the seller plus two witnesses, each carrying original photo identity.
  5. Take the registered deed and apply to move the khata into the buyer's name.

Why Registrations Get Stuck

Small mismatches in documents cause most delays. A name spelt one way in the deed and another on an identity card is the commonest. A deed value below guidance, or a description that departs from the khata, can also halt the process.

Reading every paper a day or two ahead of the appointment prevents nearly all of this. Someone shortlisting homes in Whitefield can request a cost sheet with these charges included before paying any booking amount.

Frequently Asked Questions

How much stamp duty applies to a Bangalore flat in 2026?+
A home worth over Rs. 45 Lakhs attracts 5%, one between Rs. 20 Lakhs and Rs. 45 Lakhs attracts 3%, and a cheaper one 2%. Cess and surcharge are added to the duty.
What registration fee does Karnataka charge now?+
The fee is 2% of the property value. The state doubled it from 1% on 31 August 2025.
What does registering a Rs. 60 Lakhs flat cost in total?+
About Rs. 4.5 to Rs. 4.56 Lakhs: Rs. 3 Lakhs of stamp duty, Rs. 30,000 to Rs. 36,000 of cess and surcharge, and Rs. 1.2 Lakhs of registration fee.
Which counts for duty, the deal price or the state's guidance value?+
The higher one decides. If the agreed price falls under the guidance value for the location, duty and fee are worked out on the guidance value instead.
Will a home loan pay for stamp duty and registration?+
Normally no. Lenders keep these charges outside the cost they finance, so buyers fund them from savings together with the down payment.
