Karnataka Guidance Value and the Registration Bill in Bangalore

Buyers in Bangalore often assume that the registration bill depends on the price in the sale agreement. In fact the state compares that price with its own estimate of the property's worth, called guidance value, and charges on the higher figure. Below is how the mechanism works, what a revision means for the final cost, and how to find a property's figure before the deed is signed.

A Government Floor for Property Values

The state's stamps and registration department fixes for each locality a rate per square foot or square metre, down to individual wards, villages and streets. A flat, a vacant site and a shop in the same area usually carry different rates. Other states speak of circle rates or the ready reckoner.

The rate works as a minimum for registration. Duty and fees are computed on the larger of two numbers: guidance value, or the price the parties agreed. A deed may well show more than the guidance value, and in several busy localities the market price is far above it.

What the Charges Add Up To

Take a home worth more than Rs. 45 Lakhs. Three charges apply to its value:

  • Stamp duty at 5%
  • Cess plus surcharge levied on the duty, which adds about 0.6 percentage points in the city
  • A registration fee of 2%, which was 1% before 31 August 2025

The sum comes to about 7.6% for a typical Bangalore home. A cheaper home pays 2% stamp duty when its value is Rs. 20 Lakhs or below, and 3% from Rs. 21 Lakhs up to Rs. 45 Lakhs, and in both cases the registration fee stays at 2%.

The Effect of a New Table

A new table moves the base and leaves the percentages alone. For a buyer whose price still exceeds the new guidance value, the bill does not move. It rises only when the guidance value climbs past the price paid.

An example with numbers

Suppose a flat is priced at Rs. 70 Lakhs and its guidance value goes up to Rs. 76 Lakhs. The base becomes Rs. 76 Lakhs, which is Rs. 6 Lakhs more. Applying 7.6% to that gap gives about Rs. 45,600 in extra charges.

Another flat in the same building sold at Rs. 90 Lakhs would pay nothing extra, since its price still exceeds the new value. That is why some areas feel a revision sharply and others hardly notice: the effect is strongest where prices paid were near or under the old guidance value.

Timing of the Applicable Value

Registration uses the value that is current at the time the deed is executed and registered, in most cases on one day. The earlier agreement to sell is irrelevant here. Signing before a new table and registering afterwards means the new table decides the cost.

Notice of a revision normally comes first, and the new numbers start only from the notified date. Till then the existing table stays valid. With a revision in prospect, the buyer should re-check the live number shortly before the appointment and fix a day acceptable to both the seller and the lender.

A Brief Note on Karnataka's Revisions

The state implemented a statewide revision in October 2023, and values went up across the board. Its Central Valuation Committee began working on the next round in January 2026. Streets differ so much that a statewide average tells a buyer little about one address.

Only the state's official system gives a dependable figure, and only for the day it is consulted. Newspaper stories, broker quotes and builders' cost sheets may all be out of date.

Searching the Value Online

Kaveri Online Services, the department's own portal, holds the tables. Searches start from the district and narrow to the locality, using entries taken from the property papers:

  • The district, typically Bengaluru Urban for properties within the city
  • Taluk, then hobli
  • The village or ward as the title papers spell it
  • Category: site, flat or commercial space

A screenshot of the number used for planning, carrying the date, is useful. Should the sub-registrar quote a different value on registration day, the screenshot resolves the question fast.

Where Else It Matters

In Bangalore the value is among the inputs to property tax. An increase can therefore push up the yearly tax in addition to the one-time costs of purchase.

Tax on gains has a link as well. A property sold below its stamp duty value can be taxed as if it had sold at that value, subject to a 10% tolerance, and a buyer may be taxed on a gap beyond the tolerance.

Lending and resale

A guidance value that tracks the market makes it easy for a bank to value the home. If it outruns what buyers really pay, resales in the area may drag until prices recover.

Preparing for the Registration Day

Doing a few things in the preceding week or two avoids shocks at the counter:

  • Find on Kaveri the present guidance value of that precise property
  • Compare it with the price in the agreement and mark the higher figure
  • Calculate duty along with cess, surcharge and the registration fee on that figure
  • Learn whether a new table has been notified and when it takes effect
  • Keep cash ready for the charges, which lenders seldom finance

The EMI calculator shows how a loan fits next to these upfront costs. Our team can go through project-wise costs for purchases across Bangalore.

Frequently Asked Questions

Is duty charged on the guidance value or on the price in the agreement?+
The larger figure is the base. When the agreed price is greater, duty applies to it, and when guidance value is greater, duty applies to that.
Do the duty rates change when guidance values are revised?+
No. Duty stays at 5% on values above Rs. 45 Lakhs, with cess and surcharge, and the registration fee at 2%. A revision moves only the value they apply to.
Which value applies if the agreement to sell predates a revision?+
The table valid on the day the sale deed is signed and registered. Someone who signs earlier but registers after a revision is charged on the revised table.
How can a property's guidance value be checked?+
On the Kaveri Online Services portal run by Karnataka's Department of Stamps and Registration. Search by district, taluk, hobli and village or ward, then choose the property type.
When was guidance value revised in Karnataka?+
October 2023 saw a statewide revision, and January 2026 saw work begin on the next one. The live figure is worth checking before registering.
