From Brochure Rate to Final Payment: Decoding a Bangalore Flat Cost Sheet

The per square foot figure that headlines a launch covers the flat and little more. By the time a buyer reaches registration, premiums, one-off fees, deposits, tax and government levies have all joined the bill. This guide goes through a Bangalore cost sheet item by item, marks what the law fixes and what the builder decides, and offers a simple way to compare projects on what they truly cost.

Why Identical Rates Lead to Different Bills

Builders lead with the base rate because every project has one and it is simple to compare. Other charges appear on separate lines, and a few show up only after a particular flat is chosen. Two projects at the same rate can therefore finish thousands of rupees per square foot apart.

Ask for a sheet made out for the actual flat, since a sample proves little. It should name each charge, say which area every rate multiplies and show when instalments fall due. Banks sanction loans against the agreement value, so a complete sheet speeds up lending too.

Government Levies, Starting With GST

Flats still under construction carry GST at 5%, with no input credit. The rate drops to 1% for homes that fall in the affordable category. The tax is applied to the agreement value, which normally bundles the base price, premiums and the parking fee, and that is why the line often surprises buyers.

When an occupancy or completion certificate is already in hand, a sale is outside GST altogether. Construction stage thus alters the final figure. Anyone weighing a ready flat against an unfinished one should add the tax to the latter before looking at the two prices together.

Karnataka Stamp Duty and the Registration Fee

The state collects both at the time of registering the sale deed. Stamp duty rises with value in three steps, each with surcharges on top:

  • 2% where the value is no higher than Rs. 20 Lakhs
  • 3% for values from Rs. 21 Lakhs through Rs. 45 Lakhs
  • 5% for anything costing more than Rs. 45 Lakhs

Registration takes another 2%, having been 1% until 31 August 2025. A builder has no power to alter these figures, so none of them can be bargained down. Borrowers also pay the bank a processing fee plus legal and valuation costs, and the EMI calculator becomes more useful once those are known.

Premiums Linked to a Particular Flat

PLC, short for preferential location charge, pays extra for a home with something its neighbours lack. A corner home or a clubhouse view are typical reasons. Builders normally ask for it once, as an amount per square foot.

Floor rise adds a modest sum for each storey above a chosen level, so a 25th-storey flat costs more than an identical layout on the 8th. Both premiums reflect the builder's own pricing choices. They are among the first to be trimmed in a negotiation, mainly on unsold inventory.

Fees for Services Beyond the Flat

A set of lump sums follows, each paying for something outside the flat's own area. Builders name them differently, so what a line pays for is more telling than what it is called. Expect to find these:

  • A parking slot, covered or stilt, priced for each slot
  • A club or amenity fee for facilities used by all residents
  • Development charges that pay for roads, treatment of sewage and shared services
  • Fees for power and water connections, along with deposits paid to the utilities
  • Documentation and legal fees for the agreement and the deed of sale

RERA treats open parking as part of a project's common areas, but garages and stilt slots are handled differently. They are therefore priced as separate lines. The sheet must show the number of slots included with the flat and their location.

Deposits and Monthly Upkeep

Most builders collect a maintenance deposit at possession. It goes by names such as corpus or sinking fund and builds a reserve for large repairs years later. A prepayment for one or two years of upkeep is also common.

Both amounts differ from the maintenance paid every month for as long as the flat is held, so list the three figures apart. A society registered for GST may add 18% on maintenance bills exceeding Rs. 7,500 a month for a flat.

Where a Buyer Has Room to Bargain

The builder controls the base price, premiums, parking charge and club fee, which makes them the movable lines. Waived PLC or a lower club fee turns up often for unsold flats and at the tail end of a phase. Record any concession in the sheet as well as in the agreement itself.

GST and the state levies are identical for every buyer. Still, RERA helps in one respect: until a sale agreement has been registered, a builder may accept at most a tenth of the price as an advance. That interval allows each charge to be fixed on paper while most of the payment is still to come.

Putting a Final Number Together

Running one sequence over every project on the shortlist keeps the comparison even-handed:

  1. Get a sheet drawn up for the exact flat, with one charge on every line.
  2. Check what area stands behind each rate, whether carpet or super built-up, and use a single basis everywhere.
  3. Add PLC and floor rise, then ask if the advantage justifies the money.
  4. Add parking, club, development, connection and legal fees.
  5. Write down the deposit, the prepaid upkeep and the monthly rate as separate items.
  6. Add GST for an unfinished flat and confirm it does not apply to a finished one.
  7. Finish with stamp duty, registration and loan costs to reach one number.

The lowest base rate may not produce the lowest total. If help is needed with a sheet from a project in Bangalore, reach our team and attach the unit particulars.

Frequently Asked Questions

What does PLC stand for on a flat cost sheet?+
Preferential location charge, an extra premium for a better-placed unit such as a corner home or one facing the park. The developer fixes it, and it can often be negotiated.
Is GST payable on a ready-to-move-in flat?+
Not once the completion or occupancy certificate is issued. A flat still under construction is taxed at 5% without input credit, or at 1% in the affordable housing category.
How much registration cost does Karnataka levy on a flat?+
Stamp duty of 2%, 3% or 5% depending on the value band, with surcharges added, and a registration fee of 2%. That fee was 1% until 31 August 2025.
Which lines of the cost sheet allow bargaining?+
Those controlled by the builder: base rate, PLC, floor rise, parking and the club fee. GST, stamp duty and registration are fixed by law and cannot be negotiated.
What is the largest advance a builder may collect?+
Ten percent of the flat's cost. Under the RERA Act a bigger advance needs a registered agreement for sale to be in place first.
