Kaveri 2.0 Digital e-Stamp: A Property Buyer's Walkthrough for Karnataka

Take a flat registered for Rs. 1 Crore. Duty at 5% is Rs. 5 Lakhs, and the cess and surcharge add Rs. 60,000. Registration at 2% is Rs. 2 Lakhs, so Rs. 7.6 Lakhs is due in all. Paying it online through Karnataka's new e-stamp costs no less, but it changes how payment is made and proved, and this article takes Bangalore buyers through that.
The Timeline
Karnataka amended its Stamp Act in 2025. Under it, the definition of an impressed stamp now takes in a digital e-stamp, and documents may be executed with an e-signature as the IT Act, 2000 defines them. On 7 August 2025 the Revenue Department followed with the Digital e-Stamp Rules, which deal with how a stamp is created, signed, checked, used and refunded.
The notification of 16 January 2026 completed the change, and it appeared in the official gazette three days later. Through it, Kaveri 2.0 became the state's Digital e-Stamp Application. The state's 1957 Stamp Act treats duty paid in that module like a traditional stamp.
Kaveri 2.0 is operated by the state's stamps and registration department. Buyers often meet it first when they look up guidance values or book a registration slot.
From Stamp Paper to Screen
Stamp duty is the state's levy on sale deeds, lease agreements and loan documents. Buyers once bought paper from licensed vendors or took a printed certificate at a counter. The new stamp is generated by government software and is bound to a single document.
Making one takes five moves, all online. The payer signs up, picks the kind of document and supplies what is needed to compute duty. Next the document's text goes in digitally, on the official template where one is compulsory, and duty is paid by a mode the application offers. The stamp is then issued, and signing is done through eSign linked to Aadhaar, or with a certificate-based digital signature.
Because the stamp is generated along with the document, nobody can lift it and attach it elsewhere. A lender, a buyer or a judge can verify it later, since the record stays with the state.
Where It Appears in a Purchase
More stamped papers turn up in a flat purchase than people realise. Duty applies to the sale deed, and also to the builder's agreement for sale, the loan agreement with the bank and the deposit of title deeds memorandum. A buyer living overseas may give a relative a power of attorney, which is stamped as well, and banks or authorities may ask for affidavits, indemnity bonds or declarations. If the flat is let after possession, the rental agreement is stamped too.
Sale deed duty has long been collected through Kaveri on the day of registration. The new stamp brings the lighter papers into the same system, which saves a trip to a vendor.
What Has Not Changed
The usual slabs apply, set by property value: values of Rs. 20 Lakhs or below attract 2%, values between Rs. 20 Lakhs and Rs. 45 Lakhs attract 3%, and anything higher attracts 5%. Cess of 10% and a surcharge of 2% are charged on the duty, which lifts the top rate to 5.6%. The higher of the agreed price and the guidance value is what counts. Buyers can test other figures on the EMI calculator.
Before You Pay
A wrong detail on an issued stamp is invisible to the eye, so every input needs care. Type the Kaveri portal's address yourself rather than following a link from a message. Estimate the duty in advance and compare it with the charge, and confirm the document type, because agreements, deeds and powers of attorney attract different duty.
Check names, the description of the property and the price against the draft, and store the stamp, receipt and signed paper together. Refuse any suggestion that duty goes into a private account or comes with a discount. Even when a lawyer or agent prepares the paper, log in to view the record, since your own account is the best evidence that the state received the money.
What an e-Stamp Cannot Tell You
The earlier risk was counterfeit paper, which the digital system largely removes. The fresh danger is fake portals and payment messages, so treat any link arriving by email or text with suspicion.
A genuine stamp proves a single fact: duty was paid on that paper. Ownership, any mortgage and plan approval are separate questions, and each needs its own papers: title documents, the encumbrance certificate and the khata.
Why It Helps
For buyers in Bangalore the gain is fewer errands and a cleaner record, as minor papers get stamped at home. Overseas buyers can finish more of the process remotely, and the NRI page describes it for non-residents. The cost of buying is unchanged, so duty and fees are budgeted as usual.
