Devanahalli Plots: BIAAPA Approval, Conversion, Khata and What to Verify

Most of what is for sale near Kempegowda International Airport is land, not flats. A plot in Devanahalli looks simple, yet four questions decide whether it is safe. Who cleared the layout, was the land converted, who issues the khata, and is the project registered? The sections below answer each one and end with a short routine to run before a booking cheque is written.

First, the Setting

The taluk of Devanahalli wraps around the airport at the top of North Bangalore. Wide stretches of farmland, together with NH 44 and the airport itself, turned it into the favourite belt of layout developers, from large listed names to one-project promoters. Because it is placed beyond the limits of the city corporations, urban norms are not the ones in force.

Public works shape long-term demand. Since March 2024, vehicles have used the Dobbaspet to Hoskote section of the Satellite Town Ring Road that passes Devanahalli. The Namma Metro Blue Line serving the airport is being built, and a KIADB aerospace park and a planned Airport City are intended to create employment. As much of this is unfinished, a plot is a bet on the next ten years rather than the next one.

Who Clears the Layout

BIAAPA, short for the Bangalore International Airport Area Planning Authority, is the planner for villages in the airport's surroundings. Each survey number carries a permitted use in its master plan: housing, industry or agriculture. A residential layout needs BIAAPA's sanction of the design, and the land must be in a residential zone.

A village panchayat plays a smaller part. Tax and records are its work, and layouts are not. State rules of October 2025 make the order explicit: where converted land is inside a panchayat, the planning authority clears the design and only then does a khata follow. A registered deed also hands the roads, parks and civic amenity sites over to the panchayat.

The Four Papers in Plain Terms

Every paper settles a separate doubt. Without any one of them, a plot is hard to finance, build on or resell.

Conversion

The Deputy Commissioner grants a conversion order, as the land revenue law requires, before farmland can be sold as house sites. Survey numbers are listed in the order, and they should be identical to those in the sale agreement.

Layout sanction and release

The sanctioned plan carries the dimensions of every plot, road and park. Releases happen in phases, as the developer completes drains, roads and other works. A plot in a phase still held back is a sale that is premature.

Khata

BIAAPA never issues it. Villages get theirs from the gram panchayat on e-Swathu, while Devanahalli town falls under its town municipal council. A panchayat plot on converted, approved land appears in Form 9 and Form 11A. Since a khata is only a tax entry, title still depends on the registered deeds.

RERA

In law, a plotted project is a real estate project. Registration is compulsory, except for land up to 500 sq m or a layout of eight plots or fewer. Registered phases appear on the state RERA portal along with the promoter's name, survey numbers, plot count and completion date.

Reading the Land's Past

Acquisition is a live issue here. In July 2025 the state gave up a proposal to take over 1,777 acres in Channarayapatna hobli for an aerospace park, following a prolonged farmers' protest. With so much industrial history in the taluk, every survey number deserves a search for notices.

A lawyer then does the routine title work: the mother deed, sale deeds covering at least 30 years, RTC and mutation extracts, and the encumbrance certificate. The usual trouble spots are partitions within families, court cases and loans never repaid.

Pocket by Pocket

Quality differs across the belt. Broadly there are four zones:

  • The town itself and the NH 44 frontage, close to markets and schools
  • The approach roads to IVC and Nandi Hills, with large layouts and villa plots amid farmland
  • Shettigere and Bagalur, villages midway to the aerospace park
  • Vijayapura, Avathi and other far villages, a mix of small layouts and open farms

Rates decline as you move away from the highway and airport gate. A price that looks like a bargain in a far village frequently reflects missing paperwork. Papers should be compared before prices.

Paying for It

Lenders are more careful with land. Compared with a home loan, the amount is a lower proportion of the price, the term is shorter and approval is mostly limited to sanctioned layouts. The bank's own legal review is a handy second opinion.

Duty follows the state schedule. Anything priced over Rs. 45 Lakhs attracts 5%, which becomes 5.6% with cess and surcharge, and registration adds 2%. Residents' layouts levy maintenance, and an empty plot yields no rent.

Plot or Plot-and-Villa Package

Some sellers bundle a plot with an agreement to build a villa. Treat them as two deals, each priced on its own. The building agreement needs its own specifications, stage-wise payments and handover date.

For a finished home with fewer moving parts, a villa project registered as one unit with RERA may be easier. For flexibility to build later, a bare plot works better. Current layouts are shown under plots for sale in Devanahalli.

The Routine Before Booking

Allow a few days for this routine. It addresses the faults behind most disputes in the belt.

  1. Note the survey numbers: first the layout's, then your plot's.
  2. Obtain the conversion order and read its survey numbers against the agreement.
  3. Request the BIAAPA layout plan with the release order, and mark your plot on it.
  4. Search the RERA portal for the project, and match promoter and phase.
  5. Ask the panchayat or municipal body about the khata status.
  6. Have 30 years of title traced, with a search for acquisition notices.
  7. Find out if a bank will lend against the plot.
  8. See the site in a dry month, and have the water source put in writing.

When each step comes back clean, buying land near the airport is a sound step. To get the documents of a shortlisted layout reviewed, write to our team through the contact page.

Frequently Asked Questions

Which body clears a housing layout near the airport?+
Planning here rests with BIAAPA. A housing layout needs its sanction, and the survey number has to be in a master plan zone meant for housing.
Does a panchayat's approval make a plot safe?+
No. Panchayats maintain records and issue the khata, yet they do not sanction layouts. The planning authority must approve the design, and a conversion order must cover the land.
Who gives the khata when a plot is in a BIAAPA layout?+
From the local body. Villages use the gram panchayat on e-Swathu, and Devanahalli town uses the town municipal council. BIAAPA never issues one.
Must a plotted layout here carry a RERA registration?+
Yes, except for small land parcels of 500 sq m or below and layouts of up to eight plots. On the state portal, a registered phase lists its promoter, survey numbers, plot count and completion date.
Can I get a loan against a plot here?+
Usually, if the layout is approved and the title is clear. The loan covers less of the value than for a flat and runs for a shorter term, so ask for the terms in writing.
