Handover Day for a New Bangalore Flat: Inspection, Paperwork and Payments to Settle First

When a Bangalore builder finally offers the keys, the buyer has one last chance to bargain. After the letter is signed, the builder has much less reason to fix anything. This routine for handover day runs through the inspection, the paperwork, the area, the utilities and the money, and ends with the order in which to do it all.
A Signature With Consequences
It is easy to treat the possession letter as a receipt. In fact, it starts the five years during which the builder answers for defects. From that date the owner generally also pays maintenance and property tax. A builder may also claim that the signature shows the flat was taken as delivered.
So the letter belongs at the end. Inspect, gather papers and only then sign. A fault recorded before handover gets mended far more readily than one reported after the furniture is in.
Inspecting Room by Room
Snagging means searching for faults and incomplete work while the flat is still the builder's responsibility. A professional home inspector brings instruments and experience that an excited first look lacks, and many buyers engage one. Even without help, the visit needs a plan and written notes, not a casual stroll.
In every room, look at the paint and plaster for hairline cracks, damp or seepage marks. Tap the tiles to hear if any ring hollow, and make sure balcony and bathroom floors tilt towards their drains. Open and close each door and window, try every lock, and look for chipped glass or poor sealing.
In bathrooms and the kitchen, run every tap to judge pressure, watch drainage, look under sinks for leaks and flush each cistern. Press every switch and plug in a charger at each socket, and see that the distribution board is labelled. Finally, compare the kitchen platform, wardrobes and other fittings with what the agreement promised.
Photograph each problem and write down where it is. The builder's representative signs the snag list and puts a repair date next to each item. The possession letter should then say that these items remain open.
The Folder to Leave With
Handover should end with a set of documents, not only keys. Four groups matter.
- Approvals: the occupancy certificate (OC) for the block that houses the flat, and the possession letter naming the correct flat, floor and block
- Ownership: the registered sale deed, read for the names, the flat's size, the land share that comes with it and the parking slot
- Accounts: a closing statement of payments, charges and any balance due, the parking allotment letter, and receipts covering the corpus fund, the maintenance deposit and advance maintenance paid
- Records: the khata (an e-khata inside the city) or the progress of its application, together with warranty cards for everything installed in the flat
It pays to request copies several days ahead. A document studied at home gets more attention than one glanced at in a noisy site office.
Why start with the OC
The certificate states that the building was put up in line with the sanctioned plan and is safe for residents. The civic or planning body that approved the plan issues it. Lenders frequently release the last tranche of a loan only against it, and permanent electricity and water may be delayed without it.
Is the Flat the Size That Was Sold?
Under RERA, carpet area is the usable floor inside the walls, and it is the basis on which the price is fixed. Measure with a tape or hire a surveyor, then compare the figure with both the agreement and the Karnataka RERA record for the project. Agreements in the RERA format usually include an area-variation clause, with a refund if the flat turns out smaller.
The check is quick and works far better before signing. A shortfall found at handover can be adjusted in the closing statement. Raised months afterwards, it becomes a formal complaint.
Utilities, Khata and Reserve Funds
Three practical matters shape the cost of the first year, and the builder should confirm each in writing. First, the BESCOM electricity meter and the water line must be live. BWSSB covers the city, and a local body covers other areas, and the builder should explain how each moves into the owner's name.
Second, the khata is what allows the owner to pay property tax and, down the line, to sell or mortgage the flat without trouble. Third are the building's reserve funds. A corpus is a single payment handed to the owners' association, whereas a sinking fund builds slowly to pay for major repairs.
Insist on a plain receipt for every deposit and a written account of how the money will reach the association. If answers stay vague, take the matter up with the association early, before it becomes a dispute.
What RERA Promises After Handover
Protection continues after the keys are handed over. RERA's Section 14(3) addresses structural faults and weak workmanship, quality or services noticed within five years. Each fault has to be repaired by the builder free of charge in 30 days, and if not, compensation can be claimed through Karnataka RERA.
The safeguard is real, but using it means sending notices, chasing replies and sometimes filing a complaint. Fixing the snags before signing is quicker and cheaper.
Weighing Rent Saved Against Leverage Lost
Families paying rent while also servicing pre-EMI want to move quickly. An early signature shortens that double burden slightly, but it also dulls the builder's urgency over the open snags. A sensible compromise is to take the flat with the snag list stapled to it, repair dates agreed and the pending items written into the letter.
The Order on the Day
Doing the steps in this sequence keeps the day orderly.
- Tour the flat and agree a joint snag list that carries repair dates.
- See that the OC names this building and agrees with the plan that was approved.
- Measure the rooms and set the carpet area beside the figure in the agreement and the RERA record.
- Examine the sale deed, the closing statement and the parking allotment.
- Confirm meters, khata position and the receipts for deposits.
- Take the warranties, then the keys, including those for utility rooms.
- Put pen to the possession letter last, once the open snags are written into it.
